Outline
 
KIRA began as a private international exchange organization on June 20th, 1992. Since then, the Kashiwa-Torrance Sister City Committee, the Kashiwa-Chengde Friendship City Committee, and the Kashiwa-Guam Friendship City Committee have combined to form the present KIRA organization. The core committees promote exchange programs that encourage international friendship and goodwill. As of April 1,2010, total membership was 984, of which there were 870 individuals(include 400 foreigners), 40 families, and 74 corpolates.

1. International exchange activities in cooperation with the sister city and friendship cities.
2.International exchange and promotion of international understanding.
3.Collection and distribution of international exchange information.
4.Other activities which promote our objectives.
